Missouri Fantasy Sports & Sports Betting Overview

Many states throughout the country are legalizing and working toward legalizing sports betting and online sports betting apps. So, that has many constituents of their respective states asking "is sports betting legal here?" Let's take Missouri. Now, Missouri is a great place to be if you love to gamble. But, does that mean sports betting is legal? Here are the top-five things you need to know about Missouri sports betting and MO online sports betting apps.

1) Is Missouri Sports Betting Legal?

Current gambling laws in Missouri permit a state lottery, 13 land-based casinos, bingo and riverboat gambling. While they offer a variety of table games, neither the casinos nor the riverboats are able to operate a sportsbook because sports betting is currently illegal in Missouri.

2) What Bills are Currently Before the State Legislature?

However, things are changing in Missouri and all over the U.S. following an absolutely game-changing Supreme Court decision in May 2018. The decision overturned a 26-year-old federal ban on sports gambling in all states other than Nevada.

The original law, called the Professional and Amateur Sports Protection Act (PASPA), was challenged by the state of New Jersey in hopes of rejuvenating its once-thriving Atlantic City gambling scene.

New Jersey won the lawsuit and was one of the first states to introduce legal sports betting.

With PASPA struck down, other states, including Missouri, are in various stages of legalizing it too.

Missouri currently has three sports betting bills (Christofanelli’s H 2318, H 2284, H 2088)on the table in the House, while three more currently in the Senate. The bills, if passed, would legalize sports betting in riverboat casinos and online.

While not exactly leading the charge, Missouri is miles ahead of most states. Keep reading for a detailed look at the state’s legislative plans and some of the buzz we’re hearing from state lawmakers and politicians.

3) What are the Next Steps for MO Sports Betting?

We believe Missouri’s future includes legal sports betting and these are the biggest clues we’ve found to support that prediction:

  • Significant tax revenue that will be used to fund educational programs.
  • A population that loves sports and gambling
  • Thriving casino and riverboat gambling industry already operating.
  • Sports betting bills in various stages of development.
  • Plans to discuss the issue in the House and Senate in 2019.

Sen. Denny Hoskins, R-Warrensburg, has said that a legal sports gambling industry in Missouri could generate $18 million to $40 million in revenue for the state. Casino industry representatives, meanwhile, have said it would add $60 million to annual casino revenue in Missouri. Those are numbers that are hard for anyone to ignore.

In Missouri, all money that’s generated for the state by the casino industry must be spent on educational programs and the same will almost certainly be true for the tax revenue from sports betting.

Rep. Dean Plocher, R-Des Pereshas also voiced a positive attitude towards regulating an activity that has been happening under the table in Missouri.

“Let’s be honest, the Supreme Court let the cat out of the bag on that one,” Plocher said regarding legal sports betting. “There might as well be some continuity to it in how it’s regulated and enforced.”

“I certainly anticipate it being out there for discussion before the House and the Senate,” Plocher continued.

Governor Mike Parson hasn’t spoken out publicly on the matter but a spokesperson said that he is not opposed to bringing legal betting to his state.

Key questions to iron out include whether there will be an integrity fee paid to nearby pro sports leagues including the St. Louis Cardinals and Kansas City Royals to prevent tampering, as well as who would oversee the regulation of this new industry.

The Missouri Gaming Commission (MGC) who currently oversee the handling and taxation of the state’s 13 land-based casinos is the obvious choice.

2019 is going to be big for Missouri and we expect to see sports gambling bills introduced and hopefully voted on. Best case? The Show-Me State starts accepting legal bets online and at riverboat casinos before 2020.

4) What are the Most Popular Teams to Bet on in MO?

As of now, there are no sports you can bet on legally online. However, if sports betting does become legalized in the state of Missouri, it’ll bring with it a whole slate of professional and amateur sports to wager on.

Missouri is home to many popular and vehemently supported sports franchises. With Kansas City hosting the revamped Chiefs and the 2015 MLB World Series-winning Royals, plus St. Louis boasting the Blues and the 2011 World Series Champion Cardinals, there is a vast history of sports success in the Show-Me state.

If we do see legalized sports gambling in Missouri people will be able to bet on all manner of sports including the NFL, NBA, NHL, MLB, and less popular and international sports like tennis, golf, MMA, e-sports and much more.

5) Is There Anything Else to Know About Missouri Sports Betting?

Sports gambling has always been illegal in Missouri, despite the fact that other types of gambling are legal.

If you rewind all the way back to the 1800s, there was a thriving riverboat gambling industry. That lasted until the end of the century and what followed was a very long period with no legal gambling to speak of in Missouri.

Pari-mutuel betting on horses was legal but with no racetracks in the state, wagering was only available at special events that included races.

Fast forward to 1980 and Missouri was legalizing bingo and raffles for charitable purposes. In 1986, the state introduced its first legal lottery. These would turn out to be the first steps in the long march of gambling progress in the state.

In 1992, the same year the federal government passed PASPA and banned sports betting, Missouri passed a law that made riverboat gambling legal. When the law was first passed, riverboat casinos had to be moving. Safety concerns caused lawmakers to rethink that approach and now all 16 casinos in the state are permanently docked.

The original laws included a maximum $500 loss limit for each gambler but that was canned in a 2008 referendum that also increased the taxes paid by casinos to the state.

The riverboat casinos already operating are going to be a key element in how legal sports betting is rolled out in Missouri in the months or years to come.

Which Online Sports Betting Sites are Legal in Missouri?

There are no legal sports betting sites in Missouri, yet. The good news is that the bills already in development do include an online sports betting component.

Is Betting on Fantasy Sports Legal in Missouri?

Yes. Daily Fantasy Sports (DFS) have been federally deemed a game of skill over chance which means it’s generally exempt from gambling laws. As such, many states who don’t allow traditional sports gambling allow residents to be legally on DFS.

In May of 2016, Missouri became the sixth state to legalize and sanction fantasy sports and now it is governed by the Missouri Gambling Commission.

Legal sports betting basics in Missouri

As in most states, gambling in Missouri was originally prohibited by state law.

In the time since the initial prohibitions were written, they have been amended to allow for bingo, lottery and pull tabs, as well as traditional casino gaming. The state has more than a dozen riverboat casinos which operate most forms of gambling.

Some casino games, such as blackjack and craps, are listed as “games of skill” under the amendments. Daily fantasy sports was also classified as such when it was legalized in 2016.

For the time being, though, Missouri law prohibits sports betting.

Missouri sports betting timeline

2018: First Missouri sports betting bills appear

There are a lot of Missouri sports betting bills on the table. Each of them directs the MGC to promulgate sports betting regulations in the event that federal prohibitions go away.

Here are the bills in the House:

  • H 2320 – Rep. Bart Korman, the short bill allows casinos and DFS operators to offer sports betting on both collegiate and professional events, allows the lottery to use sporting events in games.
  • H 2406 – Rep. Justin Alferman, allows casinos to offer sports betting, proposes fees/taxes, lays out consumer protections.
  • H 2535 – Rep. Dean Plocher, contains provisions similar to H 2406.

The three House bills are all on the “second reading” phase, an early step in the legislative process.

There are also three active bills in the Senate:

  • S 767 – Sen. Denny Hoskins, video lottery bill which includes limited provisions to legalize sports betting
  • S 1009 – Sen. Caleb Rowden, allows casino operators to offer sports betting, proposes fees/taxes, lays out consumer protections
  • S 1013 – Sen. Hoskins, contains provisions similar to S 1009 with one notable exception —  this bill stipulates quarterly payments to sports leagues as an “integrity fee”

The appearance of the integrity fee in Hoskins’ bill is not surprising.

As states continue to introduce sports betting legislation, leagues have begun to hire lobbyists to push their interests. Lawyers for the NBA and MLB created a document which lays out five inclusions they require to support bills on the topic. The integrity fee, which allows the leagues to profit directly from the activity, is the biggest sticking point with lawmakers.

Proposed integrity fees amount to one percent of the total amount wagered (or handle) paid directly to the leagues’ governing body.

What are the Most Common Types of Bets I Can Make in Missouri?

Straight bet

This is the most common bet type and it is just a straight up single bet on a game. A point spread is determined by the oddsmakers with one team being favored by a certain amount of points. Let’s take a look at an example line below to give a clear indication of what a straight bet would be:

Boston Celtics -6.5 (-110), moneyline -320

at Cleveland Cavaliers +6.5 (-110), moneyline +260

O/U 206

The Celtics are favored by 6.5 points in this example. This means that if you bet the Cavaliers, you are getting 6.5 points, so if the Cavaliers win the game, or lose by fewer than seven points, you will win the bet because of your 6.5-point cushion. On the other side, when you are laying 6.5 points as the favorite, you would need the Celtics to win by seven or more to win the bet.

Final Score: Celtics 102 Cavaliers 98. Cavaliers would cover even though the Celtics won the game because the +6.5 point spread is enough to cover a four-point defeat.

Moneyline Bet

The moneyline is a bet where there is no spread; you are just picking the winner of the game. In the example above, the Cavaliers ML is +260, which means that for every $100 wagered, you win $260 if the Cavaliers win the game outright. They receive the plus side of the moneyline since they are the underdog and picking them rewards you with nice odds since they are projected to likely lose the game. On the flip side, if you bet the Celtics ML at -320, you have to bet $320 to win $100. They are the favorites so if you decide to bet the moneyline instead of the point spread, you are forced to bet additional money to win $100.

In the example above, the Celtics ML would be the winner as they won the game outright. The spread is irrelevant for a moneyline wager.

Over/Under

This is a straight bet wagering on how many total combined points will be scored in a game by both teams. For example, an NBA game may have an over/under of 210 points, which means that the oddsmakers are projecting a combined points total of 210 between the two teams. If you think the teams are going to score more than 210 points total, you bet the over, and conversely, if you think it’s going to be a defensive struggle, you can bet the under hoping that the total points scored equals 209 points or less.

Parlay

A parlay is a bet where you combine multiple bets into one bet and you get increased odds because you only win your parlay wager if all of your bets win. If you do a three-team parlay, you select three different teams from three different games and if you win all three of the bets you hit your parlay for longshot odds (6-1 so $100 to win $600). Going 0/3, 1/3, or 2/3 is all the same and you lose the parlay bet. It’s all or nothing which makes them tough to hit and is more of a home run type bet than a regular straight bet since there’s a chance for a big payoff.
